Bryan said his major concern is with the appraisal. First, it has become stale and second, is unacceptable by the group's possible lender, the U.S. Department of Agriculture. The third concern is that it wasn't done in accordance with the ordinance. There is a serious issue with the accounts receivable regarding whether or not they were appraised and what value they may have, he said.

“We will get a nice rebate from Alliant Energy when the construction is done, and we also will realize considerable energy savings.

“The design firm figured that the payback was about six and half years. That made going with the geothermal system a no-brainer.”

Pinkney clarified some of the issues. He said there was a letter from the USDA to NHI regarding the fact they couldn't use the appraisal. He said it was due to legal language with the appraisal that says only the city council and hospital board printed circuit board can use it. Pinkney also said he thought the appraisal already completed did fit the ordinance language.

Part of the problem is different appraisers are going to have a different opinion. He said a new appraisal can be completed if it's desired and a counteroffer can be made and considered by both council and hospital board.

Reclamation will host open houses to inform interested parties about this action:

€ Monday, May 2, from 3 to 5 p.m. and 6 to 8 p.m. in the Bullhead Area Chamber of Commerce, 1251 Arizona Highway 95.

€ Tuesday, May 10, from 3 to 5 p.m. and 6 to 8 p.m. in the Lake Havasu City Public Library,Plate Heat Exchangers 1770 N. McCulloch Blvd.

Bureau of Reclamation staff will be available to answers questions about the project during the open houses. Displays will address the location of the activities, how the project would improve maintenance operations at Davis Dam, and the procedures Reclamation will follow to comply with the Environmental Policy Act.
